Among its key objectives are ensuring that all packaging on the EU market is recyclable in an economically viable way by 2030, increasing the use of recycled plastics, reducing unnecessary packaging, restricting certain single-use plastic formats, limiting substances of concern such as PFAS in food-contact packaging above specified thresholds, and supporting the EU's goal of climate neutrality by 2050.
For beauty, personal care and other consumer brands, the regulation represents a significant packaging compliance milestone. The PPWR entered into force on February 11, 2025, with most provisions applying beginning August 12, 2026, replacing the long-standing Packaging and Packaging Waste Directive over an 18-month transition period while some existing provisions remain in effect.
Companies placing products on the EU market should evaluate packaging materials, recyclability, recycled-content strategies, reusable and refill systems, labeling, and overall package design to ensure compliance with the new requirements. The European Commission has also published implementation guidance and FAQs to help businesses prepare for the phased rollout.

Developed for the home and personal care market, re/loop FlowWrap is a form-fill-and-seal (FFS) packaging solution made from mono-polypropylene (PP), replacing conventional non-recyclable laminate structures often used for baby care, cosmetic and household wipes. The material is designed for compatibility with existing packaging lines, enabling brands and converters to transition without significant equipment modifications.
The launch comes as packaging manufacturers prepare for the European Union’s Packaging and Packaging Waste Regulation (PPWR), which will require 35% recycled content from post-consumer plastic waste in this packaging category by 2030. With 35% PCR content already incorporated into the structure, Mondi positions the solution as a future-ready option for compliance and circularity goals.
According to the company, extensive internal testing and customer trials demonstrated that re/loop FlowWrap delivers performance comparable to virgin-based alternatives, including strong sealing integrity, barrier protection and efficient machinability. Additional trials conducted on IMA Ilapak packaging equipment confirmed reliable runnability at high production speeds.
