In a letter to the U.S. Food and Drug Administration (FDA), dated Sept. 15, 2022, four major industry organizations and stakeholders expressed support for modernizing cosmetic regulations: the Personal Care Products Council, Fragrance Creators Association, Independent Beauty Association and Consumer Healthcare Products Association
"[W]e thank you for your work on the Modernization of Cosmetics Regulation Act of 2022," the groups wrote, noting their appreciation for the agency's bipartisan efforts to advance legislation that modernizes cosmetics oversight.

"Our organizations stand ready to continue to work with you and other stakeholders on a bipartisan, comprehensive and uniform national framework for cosmetics regulation that advances science, safety, innovation and consumer confidence," they added.
The key provisions authorizing the FDA's regulation of cosmetics and personal care products have not been updated since the Federal Food, Drug and Cosmetic Act of 1938. As previously reported, the Safe Cosmetics Modernization Act increases consumer protections on cosmetics, while empowering small and entrepreneurial cosmetics enterprises in the U.S. to compete on the national and international stage through national uniformity of regulation.

"We support modernizing cosmetics regulation to ensure that FDA has the appropriate authority and resources it needs to oversee our sector for decades to come," the letter continues. "We recognize this is a process in which multiple and diverse stakeholders are working together toward the shared goal of modernizing FDA’s regulatory framework. We look forward to enactment of bipartisan cosmetics regulatory modernization."
